Over the years other artificial reef systems have been placed
offshore of the Florida Keys. A very large percent of it was
introduced as the construction of the new highway from Miami
to Key West was being built. Much of the material was no more
than construction debris. In the waters of the Florida Keys any 
time you put a hard object in the water things will start to grow
on it. While other living organisms like fish will take advantage
of it for shelter. Thus increasing the available livable habitat
for everything.
